Hello! The total addon download limit of 200 MB does apply to the ESO with Xbox Play Anywhere. Also, as a few others have mentioned, this version of ESO can only use console addons, not PC ones.

We have escalated this to Vanilla to see what can be done to resolve. It might be due to an update that happened late last week. But we are working to resolve.
