Welcome to The Elder Scrolls Online PTS v12.0.3! This week, we have some more combat and ability changes, along with addressing more bug fixes related to Update 50, Season Zero, and Season 1 content.

Regarding combat, there are some addition adjustments to Werewolf, based on your feedback. Additionally, there are some Class Mastery adjustments & fixes to Nightblade, Sorcerer, and Templar. As always, please let us know what you think of the adjustments.

Tamriel Tomes also sees a short list of fixes for a better user experience. We also have several Base Game fixes, from quest voice overs, to additional Player Experience Improvement items, there is quite a bit being addressed from a bug fix perspective for base game.

Lastly, a note about the PTS cycle in general. After hearing some of the feedback from reducing PTS from 5 weeks down to 4 weeks, we went back and worked out some of the obstacles to get back to 5 weeks. So, we are bringing back the 5-Week PTS cycle with this PTS and next week will be the last week of PTS. As we are working toward Crossplay, that may bring up some new hurdles and potentially take PTS back down to 4 weeks. But we will update everyone if that becomes an issue. Thanks again for your overall feedback on this issue.

      • Empower: Increased this bonus to 150%, up from 100%.

        [Developer Comment]
        We're bumping up Empower to hit power levels similar to its previous ceiling as a multiplicative bonus. Due to the order of operation changes, we are unable to get this effect to be multiplicative in the same fashion as it used to be, as Damage_Done_To_Monsters was applied very late in the calculation when it was unintentionally multiplicative. This meant that stacking huge bonuses elsewhere in the calculation also inherited a bonus - which was creating widely variable damage values. While our goal with changing the calculation was not to nerf every case that used those effects, it was necessary to prevent some of those swingy power differences that weren't accounted for.
        This value should get closer to the same levels of power when looking at more optimized scenarios, while also generally buffing the effect for non-optimized characters. Due to the nature of order of operation changes and how they interacted with other effects, we can't get to a case where we reach the same exact levels of power as before, since that part of the calculation has been completely moved.
        Existing multiplicative bonuses that are intentional happen to the base calculation of a skill, before other bonuses, so converting this to a bonus like that would actually decrease its power in this situation – as Heavy Attack builds typically scale most effectively due to flat damage increases inheriting other bonuses, which Empower still applies to.

        • Draconic Power
          • Dragonfire Breath
            • Engulfing Dragonfire: This morph can now apply the Wildfire Embers passive to the first enemy hit, up to once every 4 seconds.
    • Class Mastery
      • Nightblade
        • Above and Beyond: Reduced this passive’s Critical Damage and Healing maximum to 30%, down from 35%.
        • An Eye for Exploitation: Reduced this passive’s bonus to Weapon and Spell Damage to 2000, down from 2500. This will reduce its effect against targets to Battle Spirit to 1000, down from 1250.
      • Sorcerer
        • Implosion: Increased this passive to be a 5% base chance of triggering, up from 1%. Reduced cooldown to 300ms, down from 500ms.

          [Developer Comment]
          We're walking back some of the nerfs to this passive to account for more realistic setups and content, while gently increasing the base chances of applying.
      • Templar
        • Bastion of Light: Fixed an issue where the Ultimate from this passive could fail to apply when meeting its conditions due to a race condition with Sacred Ground refreshing.
    • World
      • Werewolf
        • Feral Cruelty: Reduced this passive’s bonus to Weapon and Spell Damage to 12|25%, down from 16|33%. The values against targets with Battle Spirit remain the same.
        • Gnash: Reduced the execute scaling of this ability and Rip and Tear’s second hit to 125%, down from 175%, to further the damage delta between morphs to reinforce Bloody Gnash as the pure damage morph.
          • Rip and Tear: Increased the base healing of this morph by ~33% to add some density back to this morph, as the execute nerfs will reduce its kill potential.
        • Hircine’s Bounty
          • Hircine’s Rage: Increased the duration of the damage done and taken effect to be 17-20s based on rank, up from 12-15s. This was done to help make the effect more natural to keep up with other effects.
        • Visuals and Audio
          • Improved the jump animation for the Werewolf based on player feedback.
          • Polished up various Werewolf audio cues and animations.
          • Fixed an issue where the Infectious Claws animation would occasionally pop back to idle.
          • Werewolves will now properly use the grappling hook model.
          • Reworded the Hircine’s Rage tooltip so it is easier to understand.
          • Fixed issues with the right-handed Bloodclaws video effects.

        • Pyrebrand: Reduced the cooldown of Wildfire Ember generation from this set to 10s, down from 12s, to ensure that it can very slowly build up to the maximum over the course of a fight, and to add a small bit of power back to the set across the board.

      • The Weekly Challenge "Loot Treasure Chest" has been updated to state that safe boxes and thieves troves also count towards Challenge progress.
      • The Weekly Challenge "Deal Damage in Battlegrounds, Cyrodiil, or Imperial City" has been clarified to say that damage needs to be dealt to players.
      • Fixed an error in the Gamepad UI that could appear when trying to use Left- or Right-Trigger while viewing Tome rewards.

      • Fixed an issue that prevented the selection of a different Tome Season in the Gamepad UI.
      • Improved the overall visibility of the Tome Selection dialogue.
      • Fixed a number of issues connected to tooltips and tooltip placement in the Tomes UI. In general, they should not cover up rewards or reward previews on the player character as often.
      • Fixed an issue that could cause the Season’s Time Remaining to appear blank.
      • Fixed an issue that could result in overlapping keybind text when in the Tomes UI.

      • Critters in the Hidden Library no longer instantly respawn when killed.
    • Help & Tutorials
      • Opening the screen for Veterancy for the first time will now fire a tutorial.
      • Fixed an issue where you could open multiple Vengeance tutorial windows saying the same thing.
    • Rewards
      • We have adjusted the rewards progression for favors:
        • Favors #10 and #20 will be “milestone” rewards, which awards a purple container.
          • This container will contain a guaranteed Nowhere Key.
        • All others will reward a blue container.
          • The container itself will award:
            • A set piece item in quality that matches the bag color.
            • Either an antiquity lead or a furnishing from the faction zone. Purple will award both.
            • A potion, a food or drink, and a flavor stealie from the Faction Zones.
            • A chance at a Nowhere Key.
      • Acquire hints for Alessian Rebel Outfit Style Collectibles will now denote the exact Dynamic Event they are acquired from.

    • Updated location names on transference crystals in the Star-Gazer's Vigil house to accurately describe where you are being teleported to.
    • Added books to the secret doors in the Rogue’s Refuge when closed.
    • Updated the new Breton Armoire, Knotwork furnishing and blueprint to Breton Armoire, Mirrored Knotwork to avoid having two furnishings with the same name.

    • Path to Adventure Golden Pursuit Campaign
      • The golden pursuit task “Complete the Hero’s Return or Soulshriven in Coldharbour” now directs you to the announcement panel when appropriate, rather than directly teleporting you to the Hero’s Return.
      • The golden pursuit task "Discover Wayshrines" will now correctly add progress upon Wayshrine discovery.
      • The golden pursuit task "Discover Points of Interest or Striking Locales" will now correctly add progress upon discovering Points of Interest or Striking Locales.
      • Certain world events are now correctly adding progress to golden pursuit tasks.
      • Resolved an issue that caused unexpected behavior for the “Complete Story Quests” task.
      • The "A World To Explore" golden pursuit campaign tasks are now giving the correct items.
      • The golden pursuit task “Seek a Calling” now rewards the correct amount of Seals.
      • The keybind that takes you to the Group Finder from the related task no longer triggers a UI error.

        • Bilsa’s Delivery will no longer display an event failure message if successfuly completed.

        • Players now whistle for wandering horses instead of just gesturing at them.
        • Resolved an issue where having completed Teldur’s End in Auridon would prevent players from participating in the event.
        • Horses should no longer stack on top of one another when lots of players are engaged in the event.
        • Hirylaure no longer continues to yell about saving her farm after it’s been saved.
      • Vampire Hunt
        • Updated the Gift of Sendarr relics to respawn faster.
    • Thieves Guild
      • The Codex Caper
        • The player can still be properly saved even if they log out during the escape sequence.
        • When entering the Hidden Library, the voiced lines should play in their proper order.
      • Three Thieves in Daggerfall
        • Fixed an issue where having Somnel Powder could prevent pickpocketing certain NPCs.
      • Wolf Trap
        • Running ahead while searching for allies no longer causes Carso to clip through crates.
        • Quest now displays properly in your journal.
        • The cargo net holding the prisoner will no longer vanish on relog.
        • Fixed a number of books and interactables so they no longer break stealth.
      • Racing Into Nowhere
        • Fixed an issue where relogging in the matching puzzle room could cause the quest to break.
        • Quest now displays properly in your journal.
        • Quest followers will now properly respawn upon player death
        • Players will no longer see other player’s NPC followers as they run through the area.
        • Sage Voernet’s Appearance has been updated.
        • Added additional graveyards during the instance.
        • Players who die in the matching room can now properly revive at a graveyard..
    • Sheogorath Quest
      • Chasing Madness
        • Sheo no longer abandons the player in Enduum due to odd pathing.
      • The Last Laugh
        • If you relog or leave the instance and come back, Sheo will return to following you instead of standing around and doing nothing.
        • Looting chests will now play proper animations.
        • Abandoning this quest will respawn Noth to give it back to you.
        • Added an additional graveyard to checkpoint your progress.
    • Favors
      • A Favor for Lady Arabelle
        • Fixed an issue where the letter from Gendinora wouldn’t show up which was blocking quest progression.
        • Players should no longer get 2 of the same letters upon completion.
      • A Favor for Battlereeve Urcelmo
        • A number of quest icons now have proper pictures.
      • A Favor for Holgunn One-Eye
        • The chest you deliver mammoth meat to is now properly marked
        • Players should no longer get 2 of the same letters upon completion.
        • Players are now properly directed to the chest to pick up certain deliveries.

    • Tales of Tribute
      • The warning before you receive a deserter penalty when leaving a match in Tales of Tribute now provides an accurate cooldown timer value.
      • When declining a ready check in Tales of Tribute, you are now given a warning that it will result in a deserter penalty that prevents starting a new match for 5 minutes.

      • The Sixth house robe was now appearing on the guild traders correctly.
      • Fixed an issue where HDR settings were shared between the same account playing both on Xbox and the PC Microsoft Store clients. These settings have now been separated.

    Hi All, we added a few patch notes in Base Game under Quests. We missed some of the patch notes regarding the Thieves Guild Questline, Sheogorath Questline, and Favors. So we have added those in.
