Azandar's Last quest (tempting fates) is bugged

When i go to the Rift Mage guild Hall arrow disappears without any progress for the quest.

I tried to relog, close and reopen the game, dropped the quest and do it all over again but nothing seem to fix it

    Update: It works if you search for the basement entrance around the hall. Despite not having any indication quest advances and completes

    Where is the basement entrance? I haven't been able to find it.
    I just found it. I was looking outside the building but the entrance is inside.
