Account Recovery ticket page does not work

Hello. I wanted to submit account recovery request, but the final submit button just enters infinite loading state.
Page link is help.bethesda.net/#en/home/product/1/category1/860/actrec/yes/plat/3/email/noemail/esonoremember/continue/sqa/nosqa/esonotremember/submit
Tried 2 different browsers.
Also I couldn't locate any other way to submit account recovery ticket.

    Are you still having issues loading the account recovery page?

    Make sure you are not running any programs or services that could be blocking our website.
