The Morph system is probably the only "Hard" choice you have to make in this game. And while respeccing is an option, doing so because you want to change the other morph instead, kinda sucks. But i guess this means you have to do your research, but even so, you can still be hit by the "flavor of the week" many of the skills face.

much of the choice would be easier if they actually provide informative tooltips. e.g., tell people how increased rank will affect the morph, tell people what does "larger cone" means, tell people what does "increase damage" means.
The tooltips are atrocious to the point that only good way to morph is internet research it. It shouldn't be that way.

I'm fine with researching it, if the answers are here on this site. Relying on the opinion of other players rather than facts stated by the devs is one part of the issue.

Seriously, there are so many skills, its confusing, unless they allow cheaper respect and no-skill-points-cost morph, I would not want the system to be even more complex and costly.

Many skills? You mean in ESO?
No it's not. It only feels like that because your restricted to console setup.
If you had free amount of bars you'd know versitility is very limited.
