You can change the keybinds for the skills on the skill bar but you cannot assign additional skills to additional keys.

The only way to access more than 5 skills + 1 Ultimate is to weapon swap to a second bar.

I think the op is asking if, like in some other MMO's, is it possible to have/create player-made macro's. There are some other games that actually have the input frames right in the UI where you can put up to a certain number of sequenced actions on each line with a command and then that whole set is memmed and given a particular hotkey which if depressed during play will then set off those actions/skills and/or delays to negate gcd's etc.

Answer: No Suntzu. That is not a part of Tamriel.
