Does funnel health continue to apply hots to new targets with each cast?
Example:
will 2 casts in a row apply hots to a dungeon group of 4?
Will chain casts eventually apply the hot to a whole raid?
or.... Will it just refresh the application on the same, original targets?
I'm curious and don't want to assume how it behaves relative to rapid regen etc

Yes
It works similar to resto regen, the main difference is that the range is much shorter. This means regen will always find new targets in a spread out raid, but funnel might fail and just reapply on 2 old nearby targets.
