Smoking Mobs?

I currently run a VR1 NB. I'm having trouble narrowing down what ability it is, but occasionally all NPC's that I can attack have this shimmery effect with wisps of something that looks like smoke coming off of them. Does anyone know what ability is causing this effect?

    It's the "daedric aura" that used to be present only on the mobs seen in cold harbor. It's now on all NPC's that you can attack. No idea why the change was made.

    Makes sense. After playing around with a few abilities, it seems that it was tied to Expert Hunter, but the effect still isn't always present. It was a bit hit or miss.
