Is there a quest connected to this somewhere ? The door is barred by a magical barrier. I can find a map to what it looks like inside with a google search but for the life of me can't find out how to get in there.

    This is related to the Fighters Guild questline. That is how you will access it.

    This is actually one of the last Fighters Guild quests; and accessing Ragnthar is underwhelming.
