How are weapon enchants applied to enemies?

Im bit confused how weapon enchantments work. I think i saw my offhand weapon enchantment charges going down quicker than mainhand.

Do they hit with light and/or heavy attacks only?
Do they apply with weapon skills? Like Whirlwind.

Also, comments on my enchantment choices? I made three purple V5 weapons and enchanted them. I have all passives in both SnS and DW.
Crushing, hammer
Raging, axe
Flame, sword

Are the Crushing and Raging enchantments effective in PvE or should i go more damage? Elemental or something other?

I can't answer your question, but would like to add my voice to your request for more information.

For what it's worth, since the last patch I seem to have been charging my weapons way more often. I have no evidence to back this up, other than a feeling in-game of "OMG, I'm out of charges again already?"

S'funny, I don't seem to be using charge as much - but then I rarely use a weapon skill, mostly spells.

But I've noticed I don't seem to need repairing very often either.

I use fire and frost mostly. I do notice the off hand does drop faster for some reason.

For my shield, I use armor obviously but it lasts forever for some reason and all I do is taunt and block.

I would like the option to make the shield defensive or offensive. Plus a flaming shield would look cool!

The damage from the enchant is applied the same whether the attack is light or heavy, or at least I think it is.

Enchantments work on weapon skills too, I notice my steel tornado always setting enemies ablaze or freezing them.
