I think I've noticed a difference too.
If you are not actually on the ground at the time, it won't fire.

Given that it has a habit of dropping you from a height at the end of a blink, you sometimes have to wait to hit the ground before using it again.

thats not it, if it doesn't fire, it shouldn't use magicka and play the animation, which it did.

It has to be a bug.

im through assuming anything is a bug. ( see stealth nerf to templar jabs)

my theory is they implemented this because they were tired of not being able to kill you while they play their dks

it is a bug and not even an universal one... just used it (morphed with streak) and it worked pretty fine for me...

kept using it until a few minutes ago.... in more than 4 hour of game play it never happened to me ^^'

either I'm a really lucky guy... or you a really unliky one ^^'

or most likely the bug is due to the location rather than the skill ^^

Keep the emotion to a minimum and use the proper use of the words "nerf" and "bug".

It will go a long way for properly describing the situation to ZOS and reduce the freak outs on the boards.

Oh that's not good. They should remove it until it gets fixed.
