Dual wield heavy attack messed up?!

I tested heavy attacks while sneaking and I noticed the dual wield heavy attack is a joke. It did around 450 dmg while sneaking. 1hand and shield and unslotting the second weapon so playing with ONLY ONE 1 HAND WEAPON did around 1k dmg.
Even bow did more, ~650 I guess (imo bow heavy attack shouldn't get more dmg while sneaking because you can't counter it if someone casts it from 20 meters range but thats not the topic).
Can anyone explain me why dual wield is so messed up?

I've noticed it too, but just FYI bow sneak attacks only work from the 180 degrees behind and to the side of the character you are attacking.0
