inferno question for devs (dragonknight skill)

this ability is pretty damn worthless after 1.1, the only saving grace was the combo with elemental drain
anyways, my question is:
when you toggle inferno (and morphs) on, your magicka regen is set to 0
is this intentional? a bug?
cause honestly it's really dumb to set it to 0 magicka regen (rendering any magicka regen skills/armor useless)...add on top of that, it drains 28 magicka per second
what's the logic here?
(what are the odds we even get a response? where is even the proper place to ask)
