So I have this theory
ZOS Buffed the crap out of lower level VR content to force us to go to craglorn.
Seriously, I have given up on VR 5-10 zones and moved on to Craglorn as a VR 7 and it is working beautifully compared to the other zones.
Is this a ploy by ZOS?
