Was the drastic (and ugly) change to lower level armor necessary?

My nice looking level 28 robe turned into an ugly brown grandma apron. Why was this changed? I thought only veteran armors were being adjusted? Everything in my inventory is ridiculously ugly now. It's not like they looked like some uber legendary armor before.
It's amazing that after all this time, this is my first complaint, and to me, it's a HUGE one; pretty much the one and only thing that could irritate me beyond belief.
