    I have it and i can sneak literally right next to an NPC, stay still (Full med btw) and they won't notice me XD
    It definitely works as intended.

    If you read the text it says it improves "Sneak Radius." From what I've been able to determine, it's actually more about staying hidden when you are mid-range from an NPC mob.

    Basically there is an area between the base sneak radius and the aggro radius (with the aggro radius being wider than the base sneak radius). If you are in this gap and sneaking, you will be spotted.

    The sneak radius increases from this passive and other abilities essentially shrink and eventually eliminate that gap so you can stay hidden when you are farther away from enemy mobs, but not far enough away that you are out of their aggro zone.

    And yes, it is very useful if you like to sneak by mobs.

    Attention Zenimax: Stamina builds don't hold up to magicka builds, and this is causing most of your class imbalance. It makes melee weapons and bows weaker than staves and class abilities. It makes medium and heavy armor less desirable than light armor. Fix this imbalance, and you'll address most of your balance issues.
