579/582 skill points achieved, is it possible to get the last 3?

I know this has been discussed before, but it was so long ago I can't remember the fix if there even is one.
When I open Urich's Skill Point Finder it tells me I have 579 skill points out of 582 possible.
In the catagory of General Skill Points, USPF tells me I have 0/2 skill points for Foliumn Discongnitum and 0/1 skill points for the tutorial. I have done the tutorial when I started game in 2014, so a bit confused why I don't have credit for that one.
So how do I get these last three skill points? 2 for completing the Foliumn Discongnitum and the 1 point for the tutorial I've already done. (btw-I've checked, I can't pick up the tutorial quest where the npc bonk's you on the head and sends you to meet Lyris and Cadwell.)

Grega✭✭✭✭✭Pretty sure folium was a quest choice at the end of mages quest line so that character is locked out of getting those because of the choice you made on that quest.2 -

✭✭✭✭✭If your character was created before 2017, you can't get the tutorial one. It was added in the Morrowind tutorial and kept since then, so characters who only did the original Soul Shriven in Coldharbour quest from pre-2017 are not able to get it.
The Folium ones are from the choice at the end of the Mages Guild line. You either choose between freeing Valaste or getting those two skill points.
However, with the number of skill points in the game, missing those three permanently-missable ones is a giant non-issue.8 -

Pretty sure you get the skill point even if you skip the tutorial on a new character since "Soul Shriven in Coldharbour" rewards one for the quest completion but if you skip the tutorial you start out with 3 skill points, one for the quest and two more (one for level two and three)0 -

Good assessment. You could have left out the part deeming the issue I'd like to resolve as being irrelevant though.4 -

Once you have over 200 skill points it's no longer about the need to have more skill points, but about getting all of them for this character. My guess is OP is getting also all the blue achievements for this character so eventually this character will have max achievement points.
