Thieves Guild Armory Station - Lead: Camouflage Hood

I have 5 alts running Hew's Bane Heists daily.
I run the Glenumbra Thieves Troves on average once an hour and have opened more than I can remember.
Yet despite having done this for weeks, this is the ONLY lead that will not drop - other players I've spoken to are finding the same problem.
Is the Camouflage Hood lead bugged, or is there something I'm not doing right?

Just RNG. All you can do is keep at it. And fyi.. Thieves Troves from Hew's Bane can also drop the lead. When I farmed my armory stations, the bulk of my leads I got from farming the Troves in Abah's Landing because it was an easy loop of nine possible trove spawns instead of running all over the zone map.
