If it was used as a dot, then the cost would be fine. But it is gaining a cost due to some builds using it as a spammable, so the dot portion becomes irrelevant. Maybe it should have a ramping cost. First cast is 1000, second 2000, third 3200, and every cast after is 3200. After 5 seconds of not casting the cost resets.
This still needs more of a nerf. Need to make sure ice staff backbar meta is no longer meta so we can return to a pvp environment that actually used their backbar for more than just cheap easy defense/buff/heal bar with ease-of-access major breach with additional unavoidable benefits.

It is an extreme amount of damage for a single cast.
It is proc'ing multiple potential passives and synergies.
It is providing the equivalent of minor vuln, minor maim (and potentially minor brittle).
It is providing a 30 second major breach.

I could argue that this change still shouldn't affect PvE as I feel it should still be battle-spirited but this is absolutely an appropriate cost for PvP.
this is pretty laughable that there’s a view that elemental susceptibility is some kind of free god mode skill. When you have players streaking around the field wiping out everyone. they never lose more than 2% health, auto heal, can have 20 players chase them and still turn round and one shot all of them then you have a bigger problem than losing 5 1/2K resistance on their 40 something K resistance already. the same players take repeated direct hits from cold fire ballistas for no damage. Hmm oh well clear major breach and some minor status effects would have killed them. don’t think so.

Borderline bait comment but I´ll bite. No one is saying it´s a god mode skill. Status effect damage has been overloaded for years (long before Shattered path signet was added) and people have been asking for ele sus to not be a free skill with how overloaded it is. Again, why should a skill be free? I´ve yet to see any compelling argument to why it should. A skill should cost something (mag, stam, HP, ult or whatever) to use, but free, NO.

Alright lets not go overboard now, there are also 0 cost skills with conditions attached like det siphon and leeching strikes, one gets discounted to 0 and the other is free beause it need(ed, doesnt really need anymore with class mastery) a corpse.
I think ele sus should have a cost but i dont agree that the cost should be 3k, its a bit too expensive in my opinion. 1.5k-2kish would have been ok.
3k is regular spammable range and while it might do ok damage over the course of 30 secs, ele sus' damage per second is really weak and major breach is an effect we basically tech on to spammables for free at this point meaning ele sus is wildly overpriced.

Siphoning strike (and morphs) costs HP, that´s still a cost. As I wrote in my comment you quoted, a skill that does something should have a cost whether that´s HP, mag/stam, ult etc. A skill like necro tether needs a corpse (which can require a cost if you had to cast a necro ability first in order to generate a corpse), so in one way or another there is a cost included.
