According to the patch notes, there is "1 new structural furnishing [that] can be found in Vvardenfell Treasure Map Chests and from chests in the Nowhere Vault." On the surface, it seems a fairly straight forward way to obtain a new plan. The reality is the new plan is double-locked behind nested RNG and nearly impossible to obtain.
Locked behind rare Treasure Maps
If a player wants to get the new plan from Vvardenfell, the furnishing plans is double-locked, first behind a rare zone map and second behind a poor drop rate from an already saturated loot table of zone and general game items.
Vvardenfell maps were already extremely rare and in high demand because they have a chance to drop rare Buoyant Armature Motifs. News of a new item dropping from them in a future patch has made them impossible to find on Guild Traders. As of this writing there were only three (3) Vvardenfell maps listed on TTC and none of those were to be found when visiting the trader.
Vvardenfell has six (6) potential maps that can be obtained from using Unopened Treasure Chest Maps. Any new Vvardenfell map has a small chance to drop from a huge table of 254 maps from 44 different zones. At best, the chance of getting a Vvardenfell map is a 1 in 42 chance (2.38% chance).
After opening 674 Unopened Treasure Maps on the PTS, only 15 Vvardenfell maps dropped. That number represents over 3 months of playing and collecting unopened maps on the Live server. Digging up all 15 Vvardenfell Treasure Chest Maps yielded zero (0) new furnishing plans.
Nowhere Keys are nowhere to be found
The alternative to zone maps is less inviting, being that to access the Nowhere Vault, players must first obtain Nowhere keys. The Unformed Planar Keys, which will become Wondrous Nowhere Keys, are even more rare than the rarest of zone maps. Once in the vault the chances of getting the plan to drop from one of the chests is also astronomically low.
The practice of double-locking items behind layers of nested RNG is appalling. In the very same patch there is an attempt to remedy a years-long problem of double-locking Antiquity furnishings behind rare maps, poor Antiquity drop rates, and saturated loot tables. This new situation is a casebook example of one step forward and three steps backward to lock a new structural furnishing plan behind more rare Vvardenfell maps and even rarer Nowhere Keys.
