Off balance not proccing on heavy attack on DK?

So I woke up this morning and all of a sudden my fully charged heavies are not proccing off balance on enemies. Everything was fine last night before I went to bed. Same gear, I still have the Mountain Giant passive, no Power Lash is not on cooldown, I'm testing it on regular mobs vs bosses, etc.

Can anyone check and tell me if they're getting the same problem?

Edit: Tested with multiple DKs, all with staves. Same issue. I still get Power Lash on achieving off balance in other ways, like blocking an attack, but it's not proccing on my heavies at all.

did you have any earthen heart line skill on you heavy attack bar?

Yep, I have Molten Armaments in my fifth slot. I did swap them around last night for a bit to put Fire Keeper in the last slot but I changed them back before I went to bed. I just swapped them in and out again, and it's working now. That's...so weird? Going to go swap around my skills on my two alts (I was also messing around with their skills last night) and see if that makes the change register.

I have been getting some odd UI things like this recently where I appear to be on one bar but am actually on the other, so I guess this is the newest symptom of that.

Thanks for asking that question, because I would have never thought to doubt my skill bar!

Its been kinda glitchy for me too, noticed in IA, cyrodiil its always glitchy so thats not unusual. I think its server performance in general possibly.
