Clunky scripting or me being lame?

I'm just shy of V5 and playing a Nightblade, light armor, resto staff or shield. It seems like often times combat resolves itself in really weird ways. Enemies will stand up from dead after I die or I'll die with no combat animations. Sometimes I'll take a hit from some typically telegraphed maneuver without the telegraph occurring, 2h knockback being the most noticeable.

I assume I'm not great at the game as I haven't been playing for a month yet, but it's hard to improve without being able to see what's going on. I realize I could change to something more tanky so I have more wiggle room, but if I wanted to stand around taking hits I'd play old MMOs.

Advice on fixing my playstyle is welcome, but if others aren't seeing these sort of bizarre scripting glitches than I could probably fix it on my end somehow.

Latency problems would certainly cause the sort of issues I'm seeing, but as I'm getting an 11ms ping from them I don't think that's the issue. Really awkward script checking would also cause the issue, which is why I am looking at it from that direction.

Do you get more of this in PvP, pvp is more lagged because of all the players. Dungeons might get some of the same issues.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

I've actually had similar issues on my laptop. I was running a very old graphics AMD/ATI driver and would see all sorts of weird combat issues, from teleporting NPC's to delayed combat. Updating the driver 100% resolved this.

That would be a nice easy solution as well, but I just updated the graphics card a month ago. Maybe the default settings for the game aren't cutting it though, I could fiddle with that.
