I assume this is a bug… But perhaps this is for the upcoming High Seas event? It’s just south of at-Tura Estate.

    No, it's for something already in the game.
    It's for Arabelle's capstone Favour quest. I don't know why it is permanently there even if you are not on the quest, though... that feels like a bug.
