The implemented Option is straightforward and easy to implement.
"They get harder, you got weaker - if you win: More XP/Gold"
But what you mean with "make it … right"?
What you mean with "allows players to identify themselves with it"?

I’m saying OP is totally right.
Right at the start of the game, the Prophet calls you the Vestige, and you start the game in Normal Mode. So, doesn’t it make more sense what OP is saying? Vestige should be the “Normal” mode. I believe that makes sense.
Why does the Prophet call you the Vestige, but in reality, you’re only playing as the “Vestige” if you go into HM?! I mean... what?
What do I mean by “make it right”? Well... let me answer that with a question: What system has ZoS ever released that didn’t need some kind of change? All released systems feel like: “This is working, so just release it.”

A Vestige is Is a surviving fragment or sign of a past condition, place, or practice. Once a player escapes the Wailing Prison and does the initial story quests they are no longer a Vestige.
When the player was a Vestige they were at their weakest, which is what Vestige mode is... the player is at their weakest which makes it the most difficult mode.
