Missing "You have a Hunger Friend" NPCs

I have NO idea if this was mentions...NOR do I have a good idea how to search for it if it was...but for 2 of the areas...Lady Arabelles and Urcelmo have 2 NPCs near their boards of Freerunner Favor dailies that talk about "you have a hunger friend" .....and THEY ARE NOT THERE. The one in Ebonheart is there. But I haven't been able to find the other 2. Just the rough spot of their disembodied voice lol. sooooo......wth????

    The one in Skywatch is ~100m away on the other side of the rock face, The one in Aldcroft is ~100m away in a narrow alley between two buildings. Neither (obviously) have direct line of sight, and an unreasonably large trigger distance which ALSO does not keep track of whether they've already spoken their lines to you that session (unlike many other quest givers).

    I hope they fix these NPCs soon, I've never seen any character cause this much confusion and annoyance lol. Not even Stuga, I'm sure.

    Aren't there blue quest markers over them? Is there some kind of "repeatable" content aimed at werewolves that was added to the game a few updates back?
    I've fought mudcrabs more fearsome than me!

    You can still hear the NPCs even if they do not have a quest to give you -- e.g. you are already a werewolf or vampire.

    You can still hear the NPCs even if they do not have a quest to give you -- e.g. you are already a werewolf or vampire.

    I've had Sanies Lupinus for years on my mains from being scratched by werewolves in the wilds, but haven't gone through the process of becoming a werewolf. Yet I still hear the NPCs and see their blue quest pointers. The NPC for vampirism tells me to go away because I stink, but I still hear the voice of the "recruiter" and see the quest pointer.

    The reason I asked about repeatable content is because I have something about Hircine in my quest journal, and I thought I remembered Finn saying something about adding activities for werewolves to engage in during one of the dev streams.
    I've fought mudcrabs more fearsome than me!

    My main is a long-time werewolf and Leane Luseph does not have any additional quests to offer, but she still feels the need to voice her hunger line every time I enter the vicinity.
