Regular Cyrodiil Missing from U51 PTS

Is it intentional that the only Cyrodiil campaign available for U51 v12.1.0 PTS is Vengeance?
I wanted to test things in regular Cyrodiil, not Vengeance. Will that be possible? It is rather significant because there are changes to Battle Spirit, yet Vengeance lacks Battle Spirit. I can go to the Imperial City to test Battle Spirit... but I'd really rather test this stuff in Cyrodiil.

Kickimanjaro✭✭✭✭So, I jumped into IC to check out Battle Spirit, but it is specifically named as Battle Spirit Imperial City, so it remains unclear to me if these effects will be the same in Cyrodiil.
