It may be in the Mages Guild in Daggerfall as a post-quest but I checked my quest items at every stage and read everything that was possible. So it's defo a bugged book.
Edit: Nope not in Daggerfall Mages Guild. Onto my bug list it goes.
The bug might be that the book is not lootable from the Skaafin's body, in case you chose not to persuade him about being in the mages guild and he becomes hostile instead. The two times I played through the questline (PTS and live) I persuaded him and he gave me the book. I hope they still add a post-quest location for those that did not get it in that scene.
I persuaded him. Didn't need to fight/kill him. Not the first book that has been read from inventory but not registered. One of the Companion books does it too.

Silver-Eye's Orders is one of the easiest missable books ever.
Quest related to the 5th new thieves guild quest Wolf Trap.
During this quest you have to speak with Captain Sansonne at some point (after visiting Silver-Eye and meeting Quen).
The next quest stage is Go to Rols Boron's Warehouse.
If you want to find Silver-Eye's Orders it is neccessary to go there from the north!
If you don't, the following quest steps are triggering too fast and the cartel corpse with the book is no more interactable.
It is just during the quest step Find Rennah - before she leaves her hideout and the quest step changes immediatly to Talk to Rennah.go to the warehouse from the north, in a wide arc around the quest target location, before triggering the following quest step
When the next quest step (Find Rennah) has triggered...
turn around to the north and interact with the cartel corpse
Silver-Eye's Orders gets its entry in EM automatically, you can also find it as a quest item in your bag.

Honestly, I don't get why they keep making the same mistakes with lorebooks, introducing new books every time without a post-quest location.
Instead of chasing the same old bugs... couldn't they just get it right the first time?
