Favor for Holgunn One-Eye

Apologies if this was mentioned. For this favor, I need to kill ghosts in Deshaan, Selfora. But I did the quest that saves the village. I can see the ghosts at a distance when I'm outside. But when I enter, the enemies phase into friendly NPCs and I can't do the favor.

You just have to kill ghosts in Deshaan, doesnt matter where. Just go to the public dungeon.
The location is just a clue where you can find some, but in this case its a bad one.
