Requesting Gifting

As per ESO Customer Support (again):

"Greetings,
We regret to inform you that we are unable to fulfill your request to activate Gifting on your account.
Your account must show consistent game play activity and/or be active in an in-game ESO community prior to submitting your application to be considered for eligibility to participate in the ESO gifting program.
If you wish to appeal this decision or if there is anything else that we can assist you with please let us know by replying back to this ticket.

This is my 2nd time requesting the ability to gift within 2 years.
I created my account back in January 2025.
I first requested gifting in January 2026. (I intentionally waited 1 year.)
My second request was this past week. (6 months from the first time.)
I have spent over $420 on ESO within 1.5 years.
I regularly play almost daily; login rewards, golden pursuits, holiday events, housing decorating, PvE overland and group dungeons, PvP Battleground & Imperial City, etc.
I continuously wonder: why has my account not been considered "active" enough in the eyes of ESO's Customer Support Team, and its continuous automated responses.
What is the exact numerical data on me that is being used to determine this? Friends frequently gift me crown items, too. Why am I not able to ever reciprocate the favor?

@ZOS_Kevin I know you are extremely busy with the tragic mass-layoffs, but perhaps you can take a moment to take a quick look at my case. (I don't know who else to tag.)

    I've had my account since beta and found out today I'm ineligible to gift, and have been pretty active for the last few months.

    Meanwhile my wife has a newer account and plays significantly less than me yet has the ability to gift... So I'm wondering if there's a bigger bug here.

    Back in 2023, ZoS disabled gifting to combat fraud and then re-enabled gifting a few months later for many people. After that point people had to request gifting be enabled through customer support and if they met an unspecified set of rotating standards, gifting can be enabled. The only explicit qualification said by ZoS was that you had to be playing consistently for a minimum of 6 months and they won't state any of the other qualifications explicitly.

    It could be that your wife was actively playing back in 2023 and qualified during the mass re-enabling and you may not have been actvely playing. You will now need to subumit a ticket to have gifting enabled through customer support. Be aware that submitting a ticket does not mean you will be automatically approved for gifting and they will not tell you specifically why you were denied, if denied.
