Vengeance Is Already Great, Don't Mess With It Too Much

Vengeance is already super fun, ESPECIALLY without sets. It's way more fun for many of who already make and store too much gear for PVE to have to always also chase good PVP sets too. It also feels like combat requires more skill in Vengeance since you can't just rely on "broken" gear/skill combos from the current patch.

Our PVE guild has been having super good fun with Vengeance as-is and we've never PVP'd this much before.

Vengeance, as is, is basically a pre-alpha test environment. It has major problems.

It limits playstyles at a basic level - stamina vs magicka, which is a fundamental difference.
It lacks any real distinction between weapon selection.
It's not Cyrodiil rebuilt, it's a copy paste, that includes all the bugs that already existed as well as introducing some silly ones - Town quests asking for persuasion/intimidation for example.
The lack of speed causes conflict to be even more confined, rather than all over the map.
ZOS are still testing where the performance bottlenecks are, and look to be adding things back slowly (too slowly) so as to bring Vengeance closer to GH.

As the first two posts kind of illustrate, I don't see how there's much crossover between people who genuinely enjoy Vengeance and people who genuinely enjoy being able to do all the things 5-piece bonuses allow in PVP.

What's the point of this test? Trying to draw more GH/BR fans into Vengeance by alienating everyone who actually likes Vengeance? I would imagine only the latter of those will be accomplished.

It's possible ZOS doesn't know why Vengeance is super fun for many of us as-is, I know they don't have as many resources as they're used to these days, so if they'd rather spend their resources elsewhere, please do.

The item sets testing in Vengeance could help them improve Gray Host/Cyrodiil in general if they learn what causes performance to drop more than other things.

This is why I’m not horribly opposed to the tests. As a mode, I don’t want Vengeance to have item set bonuses. As a testing environment, I understand the end goal is to make Gray Host more performant and so one of the steps would absolutely be testing item sets.
