Issue with "Three Thieves at Daggerfall"

I shall meet Mrs Menant downstairs at the Bank of Daggerfalls where I have to sneak around guards but she is simply nowhere to be found, neither in the area indicated by the quest marker nor anywhere else in that room.

Can somebody help? I don't want to abandon the quest and redo everything I have done up to that point...

She is down there. Look for open pathways in the walls.

Don't lose sight of the fact that you're in a 3 dimensional space. The quest markers on the compass represent only 2 dimensions.

To add to DenverRalphy's comment, if you look around to get the prompt text to appear over the waypoint marker on your compass, if should indicate (Above) or (Below) as necessary.

I had an issue with this quest where I couldn't eavesdrop on the mages or do anything else to advance the quest. I dont know if its a wider issue, but I abandoned the quest, did it again and it was fine. The second time I did it, I used both distractions but I could not do so the first time

You'll encounter her three times, I'm guessing you're that asking about the second, but I'll cover bases. I'll spoiler-tag that one since it is spoilery, but the first and third aren't.

First encounter: enter the Bank from the door by the writ boards and Captain Margaux's Place. She's right there on the left when you enter.

Second encounter is after you've done the upstairs part and head into the basement.

There should be a skeever on the far side of the room directly in front of you. There is are two "hidden" passages next to that skeever (one to your right of the skeever and one to your left of the skeever). You want the one on your left. Avoid the guards (and the skeever) to get to it, but just follow that passage and she'll be right there in front of you.

Third encounter is after you exit. You'll need to jump down some rocks to get there, but she and Basil will be pretty obvious.
