Xbox Play Anywhere - Launch Issue

On my PC using Xbox Play Anywhere, the game will not launch a second time if launched earlier.
On a fresh start up of the PC, Xbox Play Anywhere will launch correctly. If I have quit the game and try to relaunch later it will show:
- Signing In
- Checking for Updates
- Syncing Data
- Launching game... (XXs)
The XXs is an ever increasing time in seconds and a statement saying "The might take a while" The game never launches and only a restart of the PC fixes the issue. I have tried restarting some gaming services related to Xbox but to no avail. The launcher is able to sign-in, check for updates, and sync the cloud data.
The "eso64.exe" is running and can be seen in the Task Manager but the game does not start.
