Cannot purchase Season Zero tome

I have entered two different payment methods and they both have not registered. It keeps saying that I need to visit the website and add in a saved payment method. I have tried paypal and a card so far, neither let me purchase the tome.
I am not using the Xbox app to play ESO nor am I using Steam. I have been using the ESO client.

DemiDemon✭✭Update: I have tried disabling add-ons, I have waited a half hour since my last attempt to no avail.
I have made a ticket now and am awaiting a response. I just wondered mainly if there was any issues or others having this problem. I simply cannot purchase it at all. DxPC/Xbox One - NA0
