Which brings us full circle to what I said at the start.

    Racial Passives are flavour text.

Any differences can be overcome by skill and builds.

In PvP content (BG, Imperial City (solo/small group) and Cyrodiil (solo/small group)), you just can't make up for the weak passive racial abilities of some races with gear and build.

Try compensating for the Khajiit's 12% crit power for some other race without weakening other stats. You could also try this with High Elf, Orc, or Dark Elf. But in the end, the Khajiit will still be slightly stronger. The same goes for tank builds. The saddest part is that some races have passive skill sets that are too weak for the current meta.

This might not be that noticeable in raid groups, but in solo play it really shows.

Personally, I think we just need to increase the bonus from passive racial skills. For example, raise the Martial Training bonus from 8% to 12-15%, or increase the stamina boost from Adrenaline Rush from 1005 to 2010. Maybe then the races that no one plays now will be chosen for some niche builds.

It's an MMO. In solo play different passives, again, make no discernable difference. Having them at low values makes that even more so. They become flavour text, like they are.

I agree that these bonuses don’t give a big advantage at mid-levels or for beginners. But when two strong opponents of equal strength fight, it becomes a problem. That’s why 80-90% (maybe even more) of top players either play or switched to a stronger race. Sometimes it seems to me that in high-level PvP only 3-4 races are used (not counting niche builds). Unfortunately, some races have simply disappeared from PvP. And even though I hardly play PvE, I suspect the same problem exists there.

My perspective on the PvE side of things is people who have no attachment to their characters choose whatever race is considered the best for their build. That will always happen, they're making the character for the build, not the flavor. There are also people who play exclusively argonians because lizard. Finally, people like me who play races based on flavor/lore, not passives.

That's factually inaccurate. No amount of skills or builds overcomes certain racial perks. An example is khajiit their innate crit buffs will always make them better in crit builds no other race is going to be able to compensate with their build, skills or gear because a khajiit player can do the same with their build and gear and will still be better.

They're not overcoming the racial they can try to mitigate as much as possible but the top end races are the top end races for a reason not just for flavor.

In organised group, the whole group is at the critical damage cap of 125%. The passive is redundant.
This, now an khajiit would not put into raising crit in an trial setting.
Tests by parser back then the last race changes was done shown an 5% difference between best and worse race on trial dummies like an bosmer magic user.
Now as game is not pure magic or stamina builds its probably changed but probably evened stuff out more.
If they change its more likely if they change it they just cut it with no compensation, enjoy
