No one wants provocative images, but to avoid that, ZOS created this absurd costume.
Please understand that these are fake characters, not real ones, and they can't convey sexual messages. Even if a little skin (or Khajiit fur in this case) shows, no one is shocked.

While they have indeed said this, they have also broken this “rule” several times. The most infamous being Templar jabs and Merciless Resolve permaglow.

Neither of those were broken rules. They changed the way those skills worked so it would have been incorrect for it to keep the same look. That's a fix not an aesthetic thing. The class refresh is an aesthetic change. But, skills aren't cosmetics. They really haven't changed the look of cosmetics very often. They instead have mostly released new versions.

They needed to update the *cadence* of the Jabs animation to match the new timing of the strikes. Nothing about timing, cadence, or number of strikes involved even remotely suggests the need to change the aesthetic of Jabs from a motif-less spear of light to a Nighthollow motif. In that same update they used that very motif for the spears thrown by an Archdruid, which means it was simply the style-du-jour rather than a choice driven by lore or aesthetic consistency, which Templar (and poor Devyric) now sorely lacks.
