murder in Wrothgar, Hew's Bane and Gold Coast?

got this challenge for earning 1000 points. It doesn't say hostile or not, so I went to murder everyone in broad daylight in Anvil and Abah's Landing, but only got like 200 kills. Where can I find bigger groups of defenseless or weaklings to kill?

Public dungeons in wrothgar

If you're looking for easy kills, I completed it by going along the whole stretch of beach in Wrothgar a few times. There are a ton of single hit enemies like horkers and chub loons, so it's very fast to clear. Plus I pick up resource nodes on my through. You get close to about 200 kills at the end, so you only need to repeat it a few times.
