Thousand Eyes Monster Set Not Critting

As the title implies, this set for some reason cannot critically strike.

I'm aware that sets with % modifiers or stacking that affects their damage are not able to crit (Relequen, Pyrebrand, Zaan, Wrath of Elements etc), but the modifier on Thousand Eyes monster set isn't modifying the damage, it's applying a debuff on the target.

So by the default rules in place this set should be able to critically strike but isn't for some reason.

The set applies the modifier alongside the proc, so while it doesn't benefit from it, it still procs as one effect. Which is why it follows the same rules as other sets with stacking modifiers. I doupt that it's a bug since it doesn't have a separate instance coded to it.

The bigger issue to me then is that the set’s whole design is internally inconsistent and self-contradictory.

When Relequen gave crit chance as a non-fifth bonus, that was changed because Rele can’t crit. That was done despite the fact it significantly lowered the value of the set.

This set giving crit on its first piece should be given the same treatment — except here doing so would impede the proc condition of the set. It’s predicated on a condition that it itself can’t contribute to.

There's a lot of sets that apply modifiers alongside the procs though, Aerie's Cry being one example that increases your damage done against the target by 10%, but is still able to critically strike.

The way it has worked historically is that % modifiers directly affecting the damage of the set itself (i.e. Zaan gaining 100% per tick) have not been able to crit.

Thousand Eyes does not meet this criteria and doesn't scale based on Max Health (another category of procs that cannot crit), hence why I think it's either bugged or could use a tooltip adjustment to specifically state that it cannot critically strike if this is intended behaviour.

Side note: they should probably add that line to any set unable to critically strike for clarity, would be good for newer players who aren't aware of these limitations.
