Houses from gold coast bazaar are different

Well, not the houses themselves… but the conditions.
I got the Grand Gallery of Tamriel on an alt account and wanted to sell the rare statues from it - turns out when you buy a house from the GCB all furniture is bound which is different from when it was a golden pursuit reward. Now I regret spending those 11k tome points!

Is this working as intended? Coin/Event houses (and Gold Coast Bazaar is specifically run on an in-game currency like coins) have unbound furniture so shouldn't the version on GCB for consistency?4 -

But at least it means I can save time and stop doing any events on my alt account, since I'll no longer be able to use anything from there.1
