Keybinds with extra modifier no longer allowed?

I have all chars set with various base and addon keybinds using shift-B, shift-I, etc for summoning Bastian, Isobel etc
1- ALL existing keybinds using extra keys still work. I am NOT saying currently set ones dont work
2- Created new char today, first in very long time. Found out could not set extra key modified keybinds. So B, I, etc are ok. Shift or Ctrl B is not.
When did Zos take this function away? Google search brings up an AI answer saying was removed, but no supporting source thread.

ThelvamarSoul ShrivenIf you use the addon pChat you can keybind combination keys. Did you deactivate it recently?0
