Mask and Shoulder Style Page data exists for all of the never released Arms Packs (except for the Stone Husk), as these can pop up in the Guild Trader search bar:

PTS has those Styles available in the max level template containers (alongside the 3 Imperial City wandering boss ones which are not available from the sources mentioned in their descriptions), making them completely usable there:

So there could be a very tiny chance for those to appear in IA before any of the matching Arms Packs become available.
