Hermaeus Mora ToT - Academ fragment missing, bad RNG?

Has anyone completed the ToT deck for Hermaeus Mora AFTER November 2025? I am well aware that plenty of players have the deck, seen them all the time doing my ToT daily. But all searching online brings up 1-2 year old posts.

The question - TLDR first -> Is the Academ fragment even dropping anymore? Since Nov 2025?

Reason TLDR - if I have bad RNG, and concede that's possible, not all horrible luck has to be a bug. But, I've farmed IA up to at least Arc 3, at least once, and usually 2-3 chars/day since Nov 2025.

Details - Being conservative and accounting for some missed days, reducing my runs to not count any Arcs past 3, or chars more than twice a day --> roughly, my IA runs come out to about 6 Arcs/day, or at least 900 Arcs worth of opening boss round or side portal chest. Not even trying any sort of count, but have done plenty of each possible drop encounter - Marauders, all side portals, loot goblins, etc.

Since each Arc is 4 cycle bosses, that's a staggering ~3600 bosses killed, ~900 final Thoat kills, whatever is the avg number of loot goblins and marauders that pop for that many runs, and still no Academ fragment. Tons and tons of leads, furnishings, etc and so many points my IA fortunes are irrelevant now. Just buy whatever weekly refresh on vendor and balance is still huge.

Starting with zero IA achievements in Nov 2025 (didn't run it when came out, and took 2 year break from ESO), the activity above has obviously let me get just about every single achievement for IA. This includes buying ALL purchasable buffs for visions, verses, extra life, speed, etc. And yes, I've gotten the one Mora deck fragment need to buy.

In barely ~1 week, I got the first 4 fragments - the required purchase one and 3 from opening chests, loot goblin, and Marauder kill as I best recollect. Conceding again that incredibly bad luck does not mean has to be bugged, all I'm asking is for honesty. Can ppl reply who have POSITIVELY gotten the Academ Mora fragment drop AFTER Nov 2025? Or just say 2026 to be easy? All the older ~2 year ago posts with ppl referencing completing the entire deck took no more than couple weeks it seems.

I was about to post this exact same thing - we have a new person in our guild who has run through many arcs and not a single fragment has dropped. @ZOS_Kevin bugged?

FWIW - I’ve asked my guilds, and while lots of players have Mora deck, they all got them not long after Necrom came out.

So far, have not confirmed one person who is newer player, or new to ToT like me (since Nov 2025). I believe this is honestly bugged, but also concede room for horrendous bad luck / RNG. But that chance seems smaller by the day.

I did the same thing - asked in my guilds today. Not a single person has reported getting a single fragment in this timeframe.

If I remember correctly, I got Mora deck sometime in October 2025 on PCEU. While it's before your timeframe (November), it's not "not long after Necrom came out'. So, if it got bugged, it happened after October 2025.

ToT released June 2022 - with Hermaeus Mora deck added Oct 2023 (for PC, month later for console).

That gives fairly generous time window of ~2 years for player to have gotten Mora deck - before my window of time farming daily at least one char, sometimes two.

TLDR of OP - got all frags, including purchase from vendor one, within 1 week, 2 weeks max. Then since mid-Nov 2025 or so, been stuck on Academ Mora frag. All side activities done repeatedly - portals, loot goblins, marauders. Very conservative estimate of ~900 arcs completed in 5.5 months.

Math wise, I concede anything is possible and my bad RNG does not equal automatic bug. But player experience wise, if it's even possible to farm this long and not get basic deck completed, then zos failed in loot design.

I got the WHOLE Mora deck between Sept and November of 2025. I know this because I started playing on PCEU sometime in September (and was not initially planning to go for Mora deck at all). So, it's possible that something got bugged since November.

On the other hand, I've seen a post here on the forum from someone who was trying to get some lead from IA (a different one) for more than a year with no success. So, it looks like for some folks RNG is really bad.

The drop rate is obviously different than it used to be. I think I did a couple deep runs and got the whole deck. Me knowing one person who did a couple deep runs and got zero drops might be bad RNG. Me knowing multiple people who did deep runs and got zero drops gets pretty sus. (I do.) Dude doing 900 arcs and not getting a single drop is not bad RNG. It's obviously bugged if his story is true. Unless it's intentional, which would be pretty stupid, so it must be bugged.

(this isn't just the academ frag btw - it seems that something happened in November 2025 stopped *all* frags from dropping and OP just randomly still had the academ one left to pick up)
