Open world thievery (not just Thieves Guild)

Since you’re adding new Thieves Guild stuff, I just wanted to mention open world thievery in general.

I really enjoy this part of the game. Pickpocketing, stealing from containers, and using Blade of Woe is honestly one of the most fun gameplay loops for me. It makes cities feel alive.

There’s a weird issue with trespassing. When I sneak into a house, I’m not detected - no bounty, no detection - but NPCs still say things like “get out” or react like they see me. So mechanically I’m hidden, but socially the game acts like I’m not. This breaks immersion and feels inconsistent with the stealth system.

Second thing, the Black Market Mogul achievement. It’s actually very hard and takes a long time, but the reward feels really outdated visually. For something that grindy, it would be nice if the reward matched current quality. Even just a visual refresh would make it feel worth it.

That’s it really. The system is already very fun, just feels like it could use a small polish pass while you’re working on this theme anyway.

Not noticed that npc react to me while sneaking. It might be that some npc like quest givers react however as they might not notice the sneak status.

Has an fun story about something related. I Skyrim I was sneaking in an bandit fortress.
I dropped some items for Lyria to pick up then an bandit lady came running into the room picked up an ax and asked if I wanted it back or she could keep it. I selected I wanted it back, then she attacked me, she had an ax much worse than the one she handed to me.

That happened here is that Skyrim has an behavior than NPC will ask if they can keep items you drop or you wanted them back. This was also active on bandits who makes little sense but its pretty hard to do, I managed because of high stealth and she was in a room next to mine but an longer way to get to.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

The reason for that is that the basegame zones were done before the Justice system, so it’s not really set up in there. Zones made after the Justice system work as expected.

I didn’t check if the Glenumbra refresh in U50 is adding some more Justice elements (they are adding some mechanics for the new TG quests though), so it is something they could get to, but it’s probably not a high priority thing since people who want to play with the Justice system have so many other zones they could go to (and those zones are more rewarding in the first place due to the possibility of motif/plan drops as well)

Morrowind released a couple/few years after the justice system, and you get the "What are you doing here?!?!" dialog when trespassing into any homes within Vvadenfell. The Vvardenfell NPC's are often quite whiney about it too.

Yes. And they have trespassing zones in Morrowind houses. If they see you, you get a bounty, and some even attack directly.

That is not the case in Shadowfen. They may tell you to get out of their house, but you get no bounty and they do nothing but whine.

While it is generally true that people are the same all over, in some ways they can be different.

In morrowind houses, you get the "what are you doing here" dialog even when not spotted (as the OP was referring to). You're not actually spotted, so no bounties given, but the dialog triggers. Various lines like "What are you doing here? You can't be in here!". "I'll call the guards!", "Your presence is making me uncomfortable", etc.. all the while you're not actually spotted via the Justice system.

Exactly, this is what I’m talking about!

considering how many lock picks are in the environment and relative thieving, i'm surprised NPCs bother lock up their goods. :D

I still want to be able to take the guards out😇 Or be able to commence a 'raid' on some unsuspecting small city and loot it dry😎
