ToT Stalling at the last turn after a win

How often do you play against players that stall at the last winning turn? Example: today I played a game where the opponent would have the winning score of over 80, they played the cards and deliberately let the time run out after that.
It's not the first time I've seen such behavior (not necessarily from the same opponent). I'm not really irritated by this (more like amused by how petty this looks like). What is your experience?

✭✭✭A player once did this to me because they thought they were the "goat."
I told them if they didn't stop, I would be using my full turn timer for every single turn for every game that I played them in the future.
They told me that it was funny when others struggle.
They don't play ToT anymore. The last time we played, they quit during patron selection.
