I'm on a new this year PC, 9800x3d, 9070 XT, 32GB, the game ran fine on my old PC but now, it frequently has problems.
Once it's playing, it's fine, but I'll play another game and later come back to ESO, and it'll often be a 'black screen'. Killing it and restarting it doesn't help Usually the launcher starts and I click play, then get a black screen. Today I got to login and entered the password and it hung.
I have to restart the PC to fix it. I've tried repairing, it has no effect.
