Does ESO+ include the latest content or will it in U49?

The upcoming changes look good, so I'm going to try the game again, but I was wondering if I should get the full upgrade while it's on sale now or just sub to plus.

✭ESO+ will include solstice in U49, yes. The dungeons are already included.

Solstice DLC (both Western and Eastern sides of the zone) is now included in ESO+.3 -

That's a surprise, they usually don't get added for a year so I wouldn't have expected it til U50 in June-ishPS4 EU1
