It's just that Greymoor is with Blackwood. It's no more a standalone product. It's not the only one. Blackwood has Greymoor, Elsweyr, Summerset, and Morrowind Chapters included.
I'm out of my mind, feel free to leave a message... PC/NA

I bought the Collector's Edition Upgrade but doesn't seem i received Greymoor or any of the other DLC's,, in the tutorial wormhole room, they were sealed still. I basically bought the one on steam that's $13, same version without the base game

If you bought an upgrade rather than a full game you only get access to that chapter plus whatever you already have. to get greymoor you have a few options -

    1. buy a full game that includes all the previous chapters
    2. have eso+ that gives you access to all chapters except the latest one
    3. buy greymoor from the crown storeidb73o4zrsmx.png

Sadly being a new player, i don't have the crowns for it, Used my last money on the upgrade so no money for the upgrade or crowns, only got 500 crowns. Also i prefer the full game and not a sub due to being unemployed therefore when the sub runs out, i lose access to it. the whole sub debacle is why i left swtor

Basically - every year, when a new Chapter comes out, the old Chapter:
    1) becomes DLC you can get from the Crown store, and
    2) gets added to the "Whole Big Game" version of the game that you can buy on Steam
(as opposed to the $20 "basic game + Morrowind" edition)

So if you want all/any of the previous chapters without having to buy them as DLC, you need to buy the "everything" edition of the game.

Now, at least on the ESO store, you can buy that to add to a base game version, and it'll just add the Chapters that you don't have to your account. I did that last fall, during a sale - I'd already had Morrowind & Summerset, but I bought the full game on sale for ~30 and it added Elsweyr, Skyrim, Greymoor, and Blackwood to my account.

and looking at Steam right now, the "all the previous chapters edition" (Morrowind thru Blackwood) is on sale for $17

If you can farm enoguh gold, and find a trustworthy person, you can get crown store items for gold. It's jsut really pricy, like 1000 gold per crown on PCNA,and 2200 gold per crown on PC EU.In future,it's better to buy the full game on your account when on sale and it adds the extras to your account https://account.elderscrollsonline.com/store/product/eso_blackwood_edition 16.50 right now.Way cheaper than buying old chapter DLCs which come out to about 35$ each,so even High Isles full preorder is worth it if you need atleast 2 old chapters.

Steam do offer refunds, and say even if outside their guidelines they will consider it, so you could maybe request a refund of the upgrade version and buy the full one instead

Hope you got your answer from me or someone in here, I am working on an expansion pack of recreating bits of Greymoor in Steam, only so much that can be done, what I know when a chapter comes in, the chapter is stand alone most of the time, old players that have bought old chapters when they were released come with multiple versions such as generic or deluxe, later on like you wanting the Greymoor most likely does not come with the current promoted chapter in the current cycle that everyone sees, Greymoor seen as DLC think is around 1500 crowns, check in game for price, the reason why I want to see an expansion in Greymoor is for the pony that was promoted or have the pony available in crown crates in future, hope this was able to help in some form for what you are looking for?

Surely if you were looking to buy it on Steam you could just buy a crown pack instead, then use the crowns in the crown store to get Greymoor?

You say you have 500 crowns. The 3,000 pack is ~£14/$20/€16 as they are on sale for the next day or two.

Each expansion is only available for about a year as a standalone retail purchase. After that year, it's just another piece of the chapter bundle ("Collection" in previous years, "Premium Edition" for 2025, and who-knows-what for 2026). It can be purchased standalone from the Crown Store after that first year, but it only gets about one year as a standalone retail product, not counting the per-release purchase window.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.
