I'm not whining about free stuff, but if asked, I would rather get rid of this than the tri-stat potions, which are very useful. I can't imagine where this is more useful than the food, let alone the potions. Is there anyone out there who regularly uses these things?
Food needs a rework in general. All of it. What's the point of all these recipes if most of them are useless at max level and otherwise not required for writs?
Food is a big part of any culture and the Elder Scrolls is famous for having very fleshed out fantasy cultures, so why aren't we using the food in this game for lore purposes? Housing has better food furnishing and representation of Tamriel's cultures than Provisioning does.
I want to see food items diversified in their effects, scale to your level and then have foods for every foodbuff from every culture, so Bosmer can get Green Pact appropriate BiS food for every role for example.

I've thought the same thing. Even Provisioning writs ignore 95% of the recipes you get. I don't understand the point of having 100 recipes and I use... three.
And you're right, they could easily tie it in with housing. They did in Skyrim with Homestead, where you could literally farm mats. I would love to see that in ESO, too.

My guess is that there are multiple recipes for the same food so you can choose what provisioning ingredients to use based on what you have on hand, or what might be more plentiful.
