I have a slim suspicion it might be Kari Wahlgren, voice actor for Elfbetta the Shy and *maybe* a few generic Nord NPCs.

Could @ZOS_BeckyIchnoski or @ZOS_SoundMaster confirm or deny this?

    Seems so. It's the same as voice D for female player Nords which is credited to Erin Fitzgerald. She also played Zaan the Scalecaller and that girl in Windhelm who is constantly surprised that a Dark Elf noble smiled at her.
