I Do Not NEED To Go To Cyrodil...

First problem, Cyrodil is a PvP zone and I do NOT PvP. Can I genuinely travel Cyrodil without needing to engage in PvP of ANY kind? I doubt it.

I've completed all the PvE achievements in Cyrodiil and I think I got killed maybe twice. It's a huge zone. If you avoid areas that are under attack, you won't see anyone.
Second problem, I am Daggerfall Covenant and the dig site is on the FAR east (right hand) side of the zone. I've only been to Cyrodil twice and each time that area is NOT under Daggerfall control and I have never been to that side of the zone.

See above. Having to ride so far is a pain, but unless you're unlucky, you won't have a problem. An alternative is to enter the no CP campaign every day and wait for a day when DC is dominating the map. That way you should be able to port quite a ways over.
Third problem and probably the biggest one I have - I cannot recall out of Cyrodil unless I am at my faction's base camp. I know I can port within control points which might get me close or even back to Daggerfall base camp. But, I want to go dig up this treasure and then IMMEDIATELY port out of the zone.

You can do this by entering one of the Imperial City campaigns. You'll arrive in your faction's sewer base and can exit out one of the doors. You should end up in where you were (the PvE zone) when you entered Cyrodiil.

I don't PvP either but I have spent hours in Cyro harvesting plants and such for mourning dew, as well as doing all of my fishing achievements. Not once was I interrupted by a player.

Even if I had been, there's no penalty other than I guess time. You could hop campaigns if you need to go back to a specific spot, but I guarantee you they probably aren't there to pick off people off the main road.

Get yourself some baby alts of the other two factions. Only need to get to level 10. You'll never have to worry about treasure maps being too far again or care about map control during events. You'll rarely ever be bothered when not at PvP objectives

    In order?

    1. Sure. I seldom run into other alliance players in Cyrodiil unless I'm looking for them. I've been ganked a few times over the years, but more often than not I just load in, do whatever I'm planning on doing, and wayshrine back out again. I'm usually loading in to the Blackreach Campaign, but any campaign will work for a Treasure Map, so load into whatever is the lowest population and go dig it up.
    2. Similar to #1, avoid keeps and resources and you'll pretty much have the rest of the zone to yourself.
    3. Find a nearby resource (mine, logging, or farm) or town that's under another alliance's control and let the NPCs kill you. Your equipment doesn't degrade from this, it doesn't even cost a soul gem, and you can port right back to your home keep and use the wayshrine.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.

Yes. It's a big place. Stay away from keeps and towns and you'll be lucky to see anyone else. I did all the PvE content back when Cyro had a much higher population. I never saw anyone except for in a couple of delves and when I needed to do the Dark Anchor at Bruma.
