you can use 3 skill lines from 3 different classes.
like a Warden could have the Animal Companions (Warden), Storm Calling (Sorcerer), and Earthen Heart (Dragonknight) skill lines.

As said above, yes. The impact of your base class is that you must maintain at least one skill line from that class, and if you want two skill lines from one class that class can only be your base class.
